Adoption Ban Bill To Be Signed By Putin

A law that supports an adoption ban of Russian children by Americans has been signed by President Vladimir Putin, who earlier made an appeal on the patriotism of the people on television. He gave his support for a bill that will increase pressure in the relationship between Russia and the US.

The final approval of the adoption ban bill was given by Parliament on Wednesday, and it only needed the signature of Putin to make it into a law. Some measures in the bill were reportedly in reaction to US legislation that will penalize Russians accused of violating human rights.

In addition to signing the bill that introduced an adoption ban, Putin indicated the he will adjust the support system for orphaned children particularly those who are in poor health.

However, the bill was criticized because the children are used in the political games played by Russian authorities. Patrick Ventrell a spokesman for the US State Department said that linking the children to separate political considerations is misguided, even as over 60,000 Russian children were adopted by Americans since 1992.

The bill will make it difficult for Russian children to find homes once it becomes a law. But authorities in Russia cited that a number of Russian-born children who were adopted by Americans have died in the last ten years.

Putin hinted of another reason for the adoption ban. He indicated that states always struggle to attain national identity by uniting and working to promote their language and culture. The adoption ban touches on the Russian sensitivity on the adoption of children by foreigners, which has increased following the collapse of the Soviet Union.

The bill is also described by Putin as a suitable response to the legislation passed in the US that freeze assets and impose a visa ban on Russians who are accused of violating human rights.

In addition to the adoption ban, similar measures will be imposed on Americans by the bill including the violation of Russian rights overseas and banning a number of non-government organizations funded by the US.
