The process of the annexation of Crimea by Russia has moved forward with the approval of a draft bill that will formalize the process by President Vladimir Putin of Russia. Aside from approving the draft bill, Putin also informed the two chambers of the parliament of Russia and the government of the request of Crimea prior to his speech in the afternoon.

The move followed a decree signed by Putin recognizing the independence and sovereignty of Crimea. It also followed the announcement by EU and the US that assets will be frozen and sanctions will be imposed on officials from Ukraine and Russia involved in the crisis.

President Barack Obama said more actions will be implemented if Russia does not end its interference in Ukraine.

The decree Putin signed is among the steps that will make the annexation of Crimea official. It will be necessary for the leaders of Crimea and Russia to sign a treaty supporting the annexation of Crimea and it should have the approval of the Constitutional Court and ratified by the parliament.

A referendum saw overwhelming support for declaring the independence of Crimea. The parliament of the region declared itself an independent state following the referendum. In addition, all state property of Ukraine on the region will become the property of the new Crimean republic.

Lawmakers have also started to seek support from other countries and the United Nations to recognize its sovereignty, as it started to work on establishing a central bank.

The assets of individuals that are under the jurisdiction of the US will be frozen, and it will be illegal for Americans to deal with them. It also dissuades international financial institutions from dealing with the targeted individuals. However, it remains uncertain if the targeted individuals have assets under the jurisdiction of the US.

On the other hand, Russia has encouraged Ukraine to resolve the polarization between the western and eastern regions of Ukraine by becoming a federal state. The foreign ministry of Russia advised the parliament of Ukraine to call for a constitutional assembly to allow a new constitution to be drafted. It will allow the country to provide additional power to the regions. A neutral military and political status was also advised by the Russian Foreign Ministry.

The proposal of Russia was considered an ultimatum by the new government in Ukraine. Andriy Deshchytsya, foreign minister of Ukraine, passed by the NATO headquarters to ask for technical assistance in dealing with Crimea’s secession and the incursions of Russia following the moves of Moscow in the possible annexation of Crimea.
